Xavier Ruel founded the Bazar de l'Hotel de Ville in 1856, initially selling items from carts before establishing a permanent location facing Paris City Hall.

BHV operates from Monday to Saturday between 10:00 AM and 8:00 PM, with Sunday hours from 10:00 AM to 7:00 PM, accepting major credit cards.
