The palace, constructed in 1882, belonged to industrialist Juliusz Heinzel who established a mechanical weaving mill for woolen goods in Łódź during the 1860s.

The palace facade displays sculptural compositions representing Freedom, Industry, and Trade, reflecting the economic development of nineteenth-century industrial Łódź.

The building serves as administrative offices for both the Provincial Office and City Council, maintaining its function as a center of local governance.

Every day at noon, the melody Prząśniczka, the official bugle call of Łódź, rings from the palace windows across the surrounding neighborhood.
