The courthouse opened in 1996 as part of the Foley Square Development Project, becoming the second largest federal courthouse in the United States after St. Louis.
The building incorporates public art installations by Raymond Kaskey and Maya Lin, complementing its architectural design by Kohn Pedersen Fox Associates.
The Worth Street entrance provides faster access than Pearl Street, with security requiring visitors to check cell phones and metal items before entering.
From 2006 to 2013, the building temporarily hosted the Second Circuit Court of Appeals during renovations at the Thurgood Marshall Courthouse.
