Special wards of Tokyo
Special wards of Tokyo, Special wards in Tokyo, Japan
The special wards are 23 municipalities that together make up downtown and the city's main commercial and administrative core of Tokyo.
The special wards concept was established in 1943 with consolidation and dissolution of Tokyo City consolidating Tokyo Prefecture.
Each ward is a local municipality with its own elected mayor and assembly. They're often likened to independent cities.
In everyday English, Tokyo as a whole is referred to by terms like 'Tokyo City' to distinguish the entire metropolis from the special wards within it.
Although these tokens of autonomy suggest that they are like normal cities, they exhibit many differences in public services.
