The shrine features nagare-zukuri architecture with flowing rooflines that extend outward and curve upward at the corners of the building.

Emperor Meiji established the shrine in 1868 to house the spirits of Emperor Sutoku and Emperor Junnin, who both died in exile.

The shrine maintains strong connections to Kemari, a traditional Japanese ball game similar to soccer, preserved by the Asukai family.
