In June 1941, Soviet forces executed 76 political prisoners from Telšiai prison in the forest near the current chapel location.
The chapel serves as a memorial site where people gather every Sunday and during special commemorations to honor victims of Soviet terror.

The basement of the chapel contains an exhibition that documents the 1941 events through historical artifacts and photographs.
