The Imperial Monumental Halls and Tower was intended to be a complex of buildings.
It was planned during the latter part of Queen Victoria's reign.
The monument was meant to celebrate imperial achievements.
Never completed, the foundations were re-used for other purposes.
Conceived as a counterpiece to the Eiffel Tower in Paris.
