Following the European Union expansion in 2004, this building opened in 2006 to provide additional office space when the Justus Lipsius building reached capacity limits.

The Lex building functions as a central facility for the Council of the European Union, hosting diplomatic meetings and international administrative operations.

Located at 145 Rue de la Loi, the building connects directly to metro stations and includes a restaurant on the ground floor serving employees and visitors.

The structure contains two deliberately empty floors within its design to maintain an open interior environment, demonstrating modern architectural planning principles.
