The memorial was built between 1991 and 1996 in response to the Soviet-Afghan War that lasted from 1979 to 1989. Its creation came shortly after the end of that conflict and the withdrawal of Soviet forces.
The chapel's design draws from the 12th-century Church of Euphrosyne of Polotsk, blending traditional Belarusian religious forms with contemporary memorial architecture. Visitors notice these historical references in the stonework and the interior arrangement of the space.
The site is accessible year-round and can be reached on foot or by public transport through bridges leading to the island. The location also serves as a venue for memorial ceremonies and official events.
