The monument was erected in 2004 by sculptor Vladimir Zhbanov as the centerpiece of Stars Square. The site was designed to honor local figures who contributed to the field of science and astronomy.
The monument includes 12 chairs arranged in a circle around the main sculpture, representing zodiac signs and functioning as a sundial with the telescope.
The monument is located on Leninskaya Street and remains freely accessible to visitors during the day. In the evening and at night, the telescope functions as a bright spotlight, making the location visible from a distance.
The telescope structure functions as the gnomon of one of the city's largest sundials, casting shadows onto twelve chairs arranged in a circle that represent the zodiac signs. This astronomical timekeeping allows visitors to read the time by observing how shadows move throughout the day.
