The area originated as Hirano-shou in Sumiyoshi-gun of Settsu province, developing under the leadership of Sakanoue no Hirono during the Heian period.

The ward houses numerous clay artifacts and ancient burial mounds, with discoveries including distinctive boat-shaped clay objects designated as important cultural properties.

The ward office, located at 3-8-19 Setoguchi, provides administrative services to over 200,000 residents, making it the most populated ward in Osaka.

Cotton flower serves as the official ward symbol, reflecting the area's historical significance as a major cotton production and distribution center.
