The Norwegian Army established Heistadmoen in 1909 as headquarters for the Telemark infantry regiment, replacing the smaller Graatenmoen training grounds. The site evolved from serving a single regiment into a regional command center for both counties.
The site holds four protected depot buildings from 1909-1910, recognized by Norwegian authorities for their military architectural character. These structures reflect how the armed forces designed facilities for long-term storage and operations.
