The statue of Stepan Charnetskyi stands in a park setting within Shmankivtsi village, marking the birthplace of this Ukrainian poet and theater director. It occupies a central location in the settlement and is easily approachable from the main roads.

The monument was unveiled on May 26, 1991, soon after Soviet rule ended, and marked the establishment of a regional arts festival called Chervona kalyna. Its creation reflected post-independence efforts to revive Ukrainian cultural traditions.

The memorial honors Stepan Charnetskyi, a poet who composed the anthem "Oh, the Red Viburnum in the Meadow" for the Ukrainian Sich Riflemen and directed the Ruska Besida Theatre. His artistic contributions shaped Ukrainian cultural identity and remain meaningful to visitors who pass through his birthplace.

The statue is located near the center of Shmankivtsi village, roughly 2 kilometers from the nearest railway station and about 12 kilometers from the city of Chortkiv. Daytime visits work best to see the monument clearly and explore the surroundings comfortably.

The anthem "Oh, the Red Viburnum in the Meadow", which Charnetskyi composed, gained international recognition when a well-known rock band recorded a version in 2022. This unexpected modern connection brought his literary legacy to audiences far beyond Ukraine.
