The district emerged in the early 1900s from portions of Mueang Nakhon Sawan district and was initially named Tambon Koei Chai. It received its current name Chum Saeng in 1915.

The district contains 24,000 Asian palmyra palm trees, some of which have existed for centuries, making it a substantial agricultural resource.
