The park was built in phases on reclaimed land and received its name in 1968 to honor Oskari Tokoi, a prominent Finnish political leader. The waterfront's transformation through landfill was part of early modern Helsinki's development in the 20th century.
The bronze sculpture 'Soihtu - The Torch' in the eastern section honors Miina Sillanpää near the Helsinki City Theatre. Today it serves as a notable landmark that helps visitors navigate the park.
