The museum was founded in 2000 and initially housed the collection of Leonid Talochkin featuring unofficial Russian artworks from the 1950s through 1970s. In 2014, the Talochkin collection was transferred to the Tretyakov Gallery, after which the museum incorporated the private collection of cardiologist Mikhail Alshibai.
The museum displays works by Soviet underground artists who created an alternative to official art during the Cold War era. These pieces offer visitors today a direct look at the artistic rebellion and creative thinking that thrived behind the scenes of Soviet society.
