However, the proposal was rejected by the city council because the hilly terrain was not suitable for the proposed layout. In 1900, Timmermansorden applied for a building permit for a five-story residential building according to the 1879 plan, but the application was denied by the Building Committee, stating that the area was intended as an open space. Timmermansorden then appealed to the Over-Governor's Office, but their appeal was also denied. They finally appealed to the Royal Majesty, who overturned the decision and allowed them to build if the city did not acquire the land within a certain period. In 1904, Timmermansorden was granted a building permit, and Skandalhuset was finally constructed. Although Skandalhuset no longer exists, its story is still fascinating and worth exploring.
