The Bolton Town Hall stands in Victoria Square with a neoclassical design, featuring a baroque clock tower, high basement, and two main floors.

Construction of the town hall occurred between 1866 and 1873 under architects William Hill of Leeds and George Woodhouse of Bolton, with costs reaching £167,000.

The central space contains two public venues, the Albert Hall and Festival Hall, which emerged after renovations following a 1981 fire.

The building functions as the headquarters for Bolton Council, hosting governmental meetings, ceremonies, exhibitions, and community gatherings throughout the year.

During the Cold War, the building contained a nuclear bunker, originally constructed during World War II and later modified for nuclear threat responses.
