The building was designed in 1940 by architects Scott and Clarke from Wednesbury. A local contractor named T H Nichols completed the construction while preserving original architectural details.

The building takes its name from Sir Berkeley Sheffield, the first Charter Mayor of Scunthorpe. This connection to the town's founding reflects its importance during the early years of the town's growth.
