Carrickfergus Borough Council Town Hall is a seven-bay Georgian building with a central section supported by Doric columns and an entablature. The structure was completed in 1779 and displays this date prominently above its entrance on Joymount.

The site has deep historical roots, beginning with a Franciscan friary established in 1248, followed by Lord Chichester's manor house. From 1768 onward, the location served as a courthouse until the current Georgian structure was built.
