The museum was founded in 1967 by Angelo Stefanucci, who served as president of the association behind it and donated his personal collection of nativity scenes from around the world as its starting point. Over the following decades, artists and donors from many countries added their own works, growing the collection to what it is today.

The museum is dedicated to Angelo Stefanucci, who gathered nativity scenes from around the world and donated them as the founding collection. Many pieces on display were contributed by artists and donors who keep this tradition alive in their own regions.

The museum sits beneath a church close to the Imperial Forums, in a part of Rome's historic center that is easy to reach on foot from many central points. It offers audioguides, multimedia stations, facilities for visitors with disabilities, a library, and a small shop.

Beneath the museum floor, there is a small decorated apse from an early Christian church dating to the 6th or 7th century, which visitors can access directly from inside the museum. Among the oldest pieces in the collection are a nativity figure made of tiny shells from Sicily and an ivory figure of the baby Jesus, both from the 1600s.
