The library's name honours August Zátka, the lawyer and politician who proposed a Czech public library in 1884; it bore his name from 1927. The poet Fráňa Šrámek worked here as a student helper. Historical funds are kept in the former Zlatá Koruna monastery, where a study room for researchers opened in 1984.
The library is located on Lidicka Street and has additional branch locations throughout the city. Visitors can access study spaces, digital resources, and specialized services for all types of users.

The fonds were assembled from donations, confiscations and purchases after the library opened on Na Sadech on 8 May 1948.
