The building stands on the former location of Victoria Arcade from 1885 and replaced a Bank of New Zealand office block constructed in 1978.
The structure marks the beginning of the old shoreline from the 19th century when the area was part of the Waitematā Harbour.
Four basement levels provide 170 parking spaces with access from Fort Street, while retail units occupy the ground floor entrance area.
The building earned a 5-star environmental rating in the Green Star category upon its completion in 2009.
