The Khazar Islands are a group of artificial islands south of Baku in the Caspian Sea, consisting of 41 separate land formations. The site extends several kilometers into the water and displays foundations and partially completed building structures of varying heights.
Work on this artificial archipelago began in March 2011 as part of a large-scale urban development project during Azerbaijan's economic growth phase. By August 2014 several high-rise structures had been partially completed before construction slowed down.
The development plan incorporated 150 schools, 50 hospitals, parks, shopping centers, and a university campus to establish a new residential district.
The islands sit roughly 25 kilometers south of Baku's center and are mainly accessible as temporary construction sites. Access is through specific road links connecting the reclaimed land areas to the mainland.
The project originally included plans for a tower reaching 1050 meters in height, which would have surpassed every existing building worldwide at the time. This structure was never realized beyond the planning stage and remained an architectural concept on paper.
