The administrative territory was established in 1850 through the consolidation of Leeds County and Grenville County into a unified regional governance structure.
The Brockville Courthouse, constructed in 1842, stands as one of Canada's oldest judicial buildings and contains the Themis statue, representing regional legal heritage.
The region manages municipal services for multiple communities, including waste management facilities and administrative support for a population of 99,306 residents.
The counties maintain separate administrative relationships with three municipalities: Brockville, Gananoque, and Prescott, while including them for census purposes.
