Construction of the Hannibal building took place in the 1970s as part of Dortmund's urban development program to address housing needs.
The residential complex represents the architectural transition period of German social housing projects during the late twentieth century.
LEG Nordrhein-Westfalen conducted extensive renovations between 1994 and 1999 to modernize the residential facilities and building infrastructure.
In 2017, authorities evacuated 750 residents within hours due to fire safety concerns, leading to a complete closure of the building.
