In 1928, a competition was finally held, but only artists residing in the Province of Naples were allowed to participate. Moreover, the winning work would be a copy of another city's monument. The city of Pozzuoli also had to sever ties with sculptor Ettore Sannino, whom they intended to commission for the project, due to the establishment of the Fascist Union of Neapolitan Artists, which protected the interests of its more than 90 members. The competition was won by artist Vincenzo Puchetti, who studied at the Royal Institute of Fine Arts in Naples under Luigi De Luca. He received a compensation of 50,000 lire for the creation of the monument. Visiting the Monumento ai Caduti is a must-do activity when in Pozzuoli.
