Justus van Effencomplex, Social housing complex in Spangen, Rotterdam, Netherlands.
The Justus van Effencomplex is a residential housing estate with 264 units arranged around central courtyards. The buildings are connected by elevated walkways that serve the upper-floor apartments.
The complex was completed in 1922 by architect Michiel Brinkman and introduced new solutions for working-class housing in cities. The design aimed to demonstrate that homes for lower-income people could be thoughtfully planned.
The complex was designed with shared spaces that support daily community life among residents. The elevated galleries shape the neighborhood's character and reflect a distinctive approach to how people can coexist in close proximity.
The complex underwent major restoration in 2012 when apartments received modern heating systems. Despite these improvements, the original architectural elements were carefully preserved and remain visible today.
The elevated walkways, about two meters wide, served as delivery routes where milk vendors and postal workers could reach apartments directly. This idea was revolutionary at the time and made daily life more convenient for residents.
