The building was constructed between 2009 and 2012 as a replacement for the former cultural center. Its design incorporated two adjacent buildings to create a larger, unified cultural space.

The center has 500 parking spaces and several dining options inside. A central entrance provides easy access and clear orientation to all the different venues and activities.
The building's facade steps back at the Weiersstraat bend, creating the Pelinckhof public square. This plaza naturally draws people together and serves as a social gathering space for both residents and visitors.
