Constructed between 1986 and 1988, the building emerged as part of a development project for the Grønland-Vaterland area by LPO Arkitekter.
The building serves as the headquarters for Akershus County Council, where regional administrative decisions and meetings take place.
Located near Oslo Central Station, the complex includes a bus terminal, office spaces, shops, and parking facilities across 60,000 square meters.
The structure acts as a protective cover over the bus terminal, designed to shield the Grønland district from traffic noise along Schweigaards gate.
