Spanish explorers led by Miguel López de Legazpi arrived in April 1570 and established a garrison at Muelle, constructing watch towers at Dampalitan Point.

Visitors reach Puerto Galera via bus from Manila to Batangas Pier, followed by a ferry ride to either Balatero Port or Muelle Port.
