This Russian naval facility occupies part of the northern waterfront in the port of Tartus and includes floating docks for ship mooring. The complex consists of maintenance workshops, berthing areas, and supply buildings along the shore.
The Soviet Navy set up the site in 1977 after withdrawing from Egypt and later expanded it into a permanent supply point. Russia took over control after the Soviet collapse and enlarged the facility during the Syrian conflict.
The naval base exemplifies the enduring military partnership between Russia and Syria through regular Navy Day celebrations and joint operational activities.
The area is a restricted military zone and completely closed to the public. Visitors should stay within the surrounding civilian sections of the port and respect the security perimeter.
A 2017 treaty grants Russia sovereignty over the base for 49 years with automatic extension for another 25. The agreement permits up to eleven warships, including nuclear-powered units, to be moored simultaneously.
