The structure opened in December 1996 and was named after former Prime Minister Banharn Silpa-archa and his wife Jamsai, who supported regional development efforts. The naming honored their contributions to improving the province.

Access to the viewing platforms is by elevator, with different levels spread throughout the building to allow flexible exploration. Wear comfortable shoes and bring water, especially on hot days when spending time at height.
