The building was constructed between 1952 and 1958 to replace an earlier structure destroyed by Soviet forces in 1941 during World War II. Its reconstruction was part of the Soviet effort to rebuild Kyiv after the war.

The building displays Stalinist and neoclassical features that mark its facade and overall composition. These architectural styles shape the character of Khreshchatyk Street and reflect a specific period in the city's development.
