A Finnish architect Viljo Revell won the international design competition in 1958, leading to the construction and official opening in September 1965.
The municipal building functions as the center for local government operations, hosting civic ceremonies and community gatherings throughout the calendar year.
The building contains 27 floors of administrative offices, meeting rooms, and public service areas, making it the primary location for municipal services.
During winter celebrations, the building serves as the backdrop for the Winter Festival of Lights from November through December.
