The rectangular concrete building stretches across the waterfront with extensive stairways leading to multiple levels and observation platforms overlooking the Baltic Sea.
Originally named V.I. Lenin Palace of Culture and Sports, the structure was completed in 1980 to host sailing events during the Moscow Summer Olympics.
The 4,200-seat venue presented performances by international artists including Duran Duran, Lou Reed, Celine Dion, and Scorpions until its closure in 2010.
The complex includes a concrete helipad measuring 8 meters in length, operating flights between Tallinn and Helsinki as Estonia's only public heliport.
The building served as a filming location for the 2019 feature film Tenet, where it represented a Kyiv opera house in several scenes.
