The institution opened in 1896 during the Meiji-era education reforms to provide access to higher learning for young people in the growing port city. It survived the 1995 earthquake and was renovated in the following years.

The campus sits in a residential neighborhood with clear signage along the main road. Visitors cannot enter during school hours, but can view the buildings from the street outside.
The building features a rooftop observatory that students use for astronomy classes and observations of Osaka Bay. Access is limited to enrolled students and their teachers only.
