The original structure was designed by architect Hugon Kuder in 1916 but suffered severe damage during the Warsaw Uprising in World War II. The building was gradually restored after the war and took its current form through rebuilding efforts.

The present building took shape after 1983 through collaboration among several architects including Tomasz Turczynowicz, Anna Bielecka, and Piotr Walkowiak. This shared design process reflects the desire to rebuild the damaged landmark with a renewed vision.
