The museum was founded in 1921 in Saratov as a regional collection and relocated to Nizhny Novgorod in 1935 to expand its scope. The move allowed the institution to better document the evolution of river transport along the Volga.

The museum is housed on the fourth floor of a downtown building and welcomes visitors on most days of the week. Comfortable shoes are recommended since you will walk through several exhibition areas.
