Constructed in 1895 to replace an older municipal building from 1882, the structure was designed by architect John Johnson following a competition among thirty participants.
The Great Hall within the building functioned as a silent film exhibition venue in the early 1900s, marking an era of entertainment for local residents.
The structure now operates as the Legacy Business Centre and houses the East London Cabaret Theatre, offering both commercial and performance spaces.
The building contains sculptures of gods and goddesses created by John Lawlor, which adorn various sections of its Victorian architectural framework.
