Construction began in 2020 as part of a national program to upgrade sporting facilities, with the venue opening on January 7, 2023, to host domestic league matches and international tournaments organized by continental federations.

The venue honors South Africa's former president who dedicated his life to equality, serving as a gathering place for sporting events that bring together communities across the region.

The venue sits roughly 12 miles (20 kilometers) south of central Algiers, accessible via national highway with parking available for several thousand vehicles and barrier-free entrances positioned at each side of the complex.

The architects incorporated traditional North African facade patterns into the exterior cladding while engineering systems manage intense summer heat through specialized shading features and natural ventilation achieved through strategically positioned openings in the roof structure.
