The foundation stone was placed on June 10, 1899, during a ceremony attended by King Alexander Obrenović and King Milan of Serbia.
The building represents the architectural achievements of Belgrade architect Danilo Vladisavljević, who served the Ministry of Serbian Army from 1898 to 1921.
The structure spans across a large area in central Niš and maintains restricted access due to its current status as an active military facility.
The engineering barracks exemplify romantic architecture in Serbian design through its detailed plasterwork and castle-like appearance with symmetrical towers.
