Otto Walter Kuckuck designed this water supply structure in 1900 when the city, then called Rauschen, was expanding as a seaside resort. The development reflected growing demand for infrastructure during its peak as a coastal destination.
The tower stands near a central plaza in the upper part of town where locals and visitors naturally gather. It marks a focal point in what functions as the city's heart.
A sundial installed in 1978 adorns the tower's exterior, created by artist and sculptor Nikolai Frolov. Visitors can easily spot this artistic addition when viewing the structure from outside.
Beyond providing water supply, this structure also functioned as a treatment center offering sea water therapies and carbon dioxide baths. This dual purpose made it both a practical utility and a medical facility serving the expanding resort community.
