The institution started in 1970 when 22 school districts combined to form the Hamilton County Joint Vocational School District. Since then it has grown significantly to serve students from a much larger region.

Students in their junior and senior years can enroll and receive training at one of the four main locations. The institution also runs satellite programs at affiliate schools, so students can train closer to home if available.
