The memorial features three black granite slabs and a life-sized bronze statue depicting a kneeling police officer in front of the central structure.
The Delaware General Assembly approved the memorial plan in 2009, allocating $260,000 from seized criminal assets for its construction and dedication in 2010.
The names of thirty-six Delaware police officers who died since 1863 are inscribed on the granite slabs, preserving their memory for future generations.
Visitors can participate in annual memorial ceremonies, fundraising events, and motorcycle runs organized by the Delaware County Law Enforcement Memorial Foundation.
The central slab displays the Seal of Delaware and includes the Latin inscription 'In valor there is hope' from the ancient Roman historian Tacitus.
