The Apparate-Werk Carl Otto Raspe spans multiple buildings along Berliner Allee and Liebermannstraße, featuring a representative portal designed by Richard Schubert in 1940.

Between 1946 and 1953, the building operated as the German branch office of the Soviet Foreign Assets Administration before becoming a State Security Ministry facility.

The complex now includes the ECC Kunsthalle, which functions as an art gallery and studio space for local artists in the creative district of Weißensee.

Located at the intersection of Berliner Allee and Liebermannstraße, the building currently houses municipal offices, including the Weißensee Citizens Office and Pankow Youth Office.

The site transformed from a small garden colony and coal trading business into a manufacturing facility that later served as both Soviet administrative headquarters and security offices.
