The Apparate-Werk Carl Otto Raspe is an industrial complex with multiple buildings along Berliner Allee and Liebermannstraße, featuring a prominent portal designed by Richard Schubert in 1940. The site spans several address blocks and was originally built for manufacturing apparatus and measuring instruments.
The site evolved from a small garden settlement and coal trading business into a manufacturing facility for measuring instruments. After World War II, from 1946 to 1953, it served as a Soviet administrative office before later becoming part of East Germany's secret police ministry.
The ECC Kunsthalle within the complex now serves as a gallery and working studio for local artists who are part of Weißensee's growing creative community.
The site is located at the intersection of Berliner Allee and Liebermannstraße and currently houses municipal offices, including the Weißensee Citizens Office and Pankow Youth Office. Visitors can access parts of the grounds because public art spaces are also housed within the complex.
The 1940 portal remained intact through the Soviet and East German periods, making it one of the few architectural elements to survive all phases of the building's use. Its presence documents the continuity of this place across major political transformations.
