The site evolved from a small garden settlement and coal trading business into a manufacturing facility for measuring instruments. After World War II, from 1946 to 1953, it served as a Soviet administrative office before later becoming part of East Germany's secret police ministry.
The ECC Kunsthalle within the complex now serves as a gallery and working studio for local artists who are part of Weißensee's growing creative community.
The site is located at the intersection of Berliner Allee and Liebermannstraße and currently houses municipal offices, including the Weißensee Citizens Office and Pankow Youth Office. Visitors can access parts of the grounds because public art spaces are also housed within the complex.
