County Hall was a government building featuring two connected wings with extensive glass panels and concrete exterior elements. The complex contained a single-story council chamber and an underground bunker facility beneath ground level.
The building opened in 1978 following its inauguration by Queen Elizabeth The Queen Mother and served as the main office of Gwent County Council. It remained in operation until 1996, when changes to local government structure led to its closure.
The building represented the administrative evolution of Welsh local government, serving as a central location for council meetings and community services.
The building was designed to house several hundred staff members and council members along with dedicated parking areas. Visitors should note that the site is now vacant and the building is no longer accessible to the public.
The concrete structure suffered from widespread deterioration that severely damaged its integrity and caused its decline. Repair costs were considered so high that demolition was deemed the more practical option.
