The site evolved from a 14th-century watermill to a gunpowder mill, then a copper processing facility before becoming a water treatment plant in 1859.
The facility integrates with the Walthamstow Wetlands project, allowing public access to its Italianate tower since December 2017 for educational purposes.
The treatment process includes rapid gravity filtration, ozone injection, slow sand filtration through 33 beds, and chlorine disinfection before distribution.
The facility draws water from multiple sources including the River Lea, New River, and River Thames via the Thames-Lee Water Main.
