Panoramic Flower Gardens Shikisai-no-oka is a large flower garden spread across gentle hills in the town of Biei, in northern Japan. Pathways run through the rows of blooms, and the elevated terrain opens up views toward the distant Daisetsu mountain range.
The garden was developed as a tourist attraction in Biei, a town that began drawing visitors with its rolling farmland and open skies. Over time, the site expanded its offerings and now operates as a winter activity zone called Snowland during the snowy months.
The flowers are planted in wide rows so that colors shift gradually across the hillside, creating a living pattern that changes with the seasons. The area around the garden is also known for its farms growing vegetables and herbs, which adds a local touch to any visit.
The garden is about a 30-minute walk from Biei station, though most visitors arrive by car and park on site. Summer months bring longer opening hours, so coming in the morning gives you time to walk the full grounds before crowds build up.
In winter the site transforms into Snowland, where visitors can ride snowmobiles across open snow fields even with no prior experience. In the warmer months, a slow tractor bus called the Norokko makes a tour through the garden and stops once so passengers can take photos.
